This is a condition needing to be met to actually be awarded the grant in the first place, which AVL obviously have.. Meaning Vince would have had to supply evidence that they CAN fund the project outside of the grant's assistance. How much this weighs in to the grant being awarded or how much due diligence the government would look into the evidence, we don't know that, but it appears to be a stamp of confidence in AVL from government regarding the financing side.
