If they can prove to their lenders that startup is imminent and there will be no more major cover ups and/or screw ups, they’d probably be able to borrow some more money, as opposed to CR. This would be favorable for the company image and market sentiment. CR is more likely though, as you suggest... But there's a chance that management is starting to realise they run a publicly listed company, as they're finally approaching production.
