Junior mining companies normally get their money by issuing new shares, and then spend it on all the work that is needed to get an exploitation licence.
EPM is in the agonising position of not only having to pay for the work that is needed to get an exploitation licence, but also has to pay Cerium 20 million dollars before it sells the first bit of quartz.
Do you deny this? It is in the announcements that you advise people to read.
