When I first started looking at E25 I found a bunch of article references with port index values that were higher than I'd expected but at the time didn't figure out why they were different. I now think the difference may relate to Chinese import taxes, duties and levies along with port costs and possibly a Wholesaler fees as the ship-sized consignment is broken down into a truck-sized delivery units.

From the website below there is a 13% VAT import charge on goods entering China (and more if it comes from the US). There will also be other costs to shift from ore from a ship at dock to being ready to load into a truck on the China mainland. These costs create a price wedge between the sea-side CIF prices and FOT pricing. The Fastmarkets reference you have posted is fot (Free on Truck).

    In addition to the 13% VAT there may be circa 10% of other charges as US$7.37 * 1.098 * 1.13 * 6.65 = 60.8 yuan
