I used to do this without much thought. We would get a Cargo Assembly stockpile at Port and we loaded trains into that area until we had the cargo to fill our portion of the ship. So I am assuming a cargo is whatever ICT have sold on a ship.
It is ICT's responsibility to keep to the ships coming at correct rate and CKA/BBM to keep the coal coming.
