AVZ’s offer included DRC gov taking position in AVZ ; DRC’s 10% has always been locked up in the pantry , but would gain another 5% through tying Majority shareholder AVZ , effectively , but indirectly with +5% taking them to equivalent at time of 15%.
This was included within AVZs offer on ROFR to Cominiere ( state owned ) for the additional 15% which AVZ currently doesn’t own and wasn’t to come into play till after the ML in any case.
What you’re basically saying is that AVZs ML is held up because they may not be able to make that ‘offer’ based on a ‘ROFR’ on ‘15% they don’t currently own’ which still ‘needed to be accepted‘ and was always not likely to occur ‘After’ award of ML.
you probably need to delve a little more into the Cami , Cong , Eckhof , Momentum Netflix.
