Burton was going to use the NT mining conference as a platform to re-establish his control over TNG.
Biddle had already decided to bail from TNG and wanted no part of proposed Burton's action.
The only way Biddle could prevent Burton from presenting was to call a trading halt.
(Look at the timing of the trading halt, and look at the lack of detail in the CapEx revelations when they became public.)
A good old fashion power struggle.
