Looks like a tenement rearrangement of some sort.
They overlap existing tenements and give new start and end dates or some form of tenement management advantage.
The Mining lease will take priority at some point and the EL's are possibly extended for some extra period of time.
4063 and 4099 + ML and main Chinook etc areas.
