I don't see manipulation just Cap raise flippers, Most of these instos that take the Cap raise have no interest in the company, just the guarantee that they will make 3-10% on their money.
Look at the volumes trading at this level they are tiny. If the price was pulling back on large volumes I'd be concerned but small volume pullback with a cup and handle chart pattern is exactly what you want to see.
The MC at these levels is redic
