I've been rambling on about this master plan since mid last year. If I knew this was the play back then, Shell and PWN also did. This Master plan is not in addition to the shell deal, and not in lieu of the Shell deal. (Speculation warning) it is the Shell deal.
The best part about the concept of the Master Plan is the improved ability to negotiate with Shell. "Approve our FS or we will build our own and force you to use it for greater annual costs".
