    You're are correct Dragone64. They did assume its part of EPM26777 because it is. Former ML 5421 was absorbed into EPM26777 when it wasn't renewed. Its the position in that picture that is incorrect based on the actual surveyed position (obviously the basis of the dispute). ML 5421 was a rectangle of those dimensions but its actual position is further south than shown there, hence why it no longer looks like a rectangle in the new boundaries as its just absorbed into EPM26777.
