I dont think there's 1 country on the planet that can't stop a project. In the first world its on environmental grounds. In the 3rd world its government /Chinese project stealing.
Every country has risk, you just got to be comfortable if the worst happens.
Spain dont give permits
chile nationalise projects
drc steals them for Chinese
Australia canada halts them on environmental grounds
