It must have been very recent, I was looking at it a few days ago and it wasn’t PER closed.
With this one, I don’t read to much into it why it wasn’t updated immediately, I’ll chuck that in “IT is too hard and I’m lazy to deal with it right now” basket.
I would read (and what I would like to happen) into why it’s updated now. The date sort of align with EPA will provide summary within 3 weeks time from closing period. So maybe they provided summary and went “oh, oops, forgot to close the PER status, let’s do it”.
