Having actually seen their costings, I wouldn't say it was grossly underdone. They just took way too long progressing things, literally over a year to get Riley going which was meant to be 'shovel' ready. The constant delays led to cost being overblown. I would say more they have no expertise in the area and delivery risk is high and was not properly managed.

Being a local Tasmanian, we know all the equipment and storage facilities are still there, so whatever it is now, should really just be operating costs and shipping costs.
