Having actually seen their costings, I wouldn't say it was grossly underdone. They just took way too long progressing things, literally over a year to get Riley going which was meant to be 'shovel' ready. The constant delays led to cost being overblown. I would say more they have no expertise in the area and delivery risk is high and was not properly managed.
Being a local Tasmanian, we know all the equipment and storage facilities are still there, so whatever it is now, should really just be operating costs and shipping costs. Tassie gov is always willing to through some money at operating mines which we saw with G6 metals and the recently defunct Mallee
