I don't think they're rolling over the debt, the cash flow statements have 0 proceeds from borrowings. If there was any trade receivables they would have mentioned it like they did in the previous announcements.
They simply aren't getting the price as we all expected according to the world bank, simple as that. The crushing savings is also not going to change the script as i think its a relatively small component of the total cost. How long does it take for an offer of funding to eventuate?
