In one of the interview videos he mentioned how hard it was to secure a DD rig in Brazil so this was actually a big achievement for OZM. Buying a DD rig before the tenement option is exercised showed a big confidence on the project. The logical thing was to engage a third party in case the project did not turn out well.
Anyway, I think he was probably too busy to inform the market. Great achievement considering he was only there for 2 weeks. The next two weeks will be field work imo
