I have data dated late '22 where Lowell had 16,071,429 shares.
They are not present in the T20 from the '22 Annual Report dated 30/9/22 which is available on HC.
So their move happened Q4 2022. My assumption is via the 2.8c, $3.5m placement dated 4/11/2022.

It certainly feels like TAR is a sleeper stock that will wake up in the near (? 6 months ?) term.
