If price jumps sufficient, with a little help, then raising at a higher price allows a bigger discount (to encourage participation and risk mitigation) and it looks reasonable from a share holders perspective, relatively speaking. In particular all of those holders wearing rose colored glasses.
Not saying that is exactly what will happen, but I've seen that game plan play out multiple times in the past and in particular in the specie developers space.
