So that probably means that they prefer to stay suspended as long as possible to prevent the shareprice from collapsing and simply haven't asked the ASX to change the reason for suspension from "due to listing requirements" to "on company request".

Only once they really need the money, they'll ask the ASX to come out of suspension and start using Continuity to issue new shares at whatever price is available.
