1st option of 'inviting prominent reliable retired mining figure' seems very best option or try to merge with IGO, if possible. Or any reliable good wise figure or company can be considered, imo.
Any of these options may not be easy, but better than not trying. Hyundai conglomerate founder always said "Have you ever tried?" to his staffs saying "It's impossible!"
