That is the immensely frustrating thing. The quarterly is worded in such way, either on purpose or because of incompetence, that it isn't clear if they HAVE provided an updated rts or if they are still working on providing an updated rts.
If they have submitted the updates rts then you can start the 4 week timer.
If they haven't submitted anything then who knows how much longer VRX let it drag on.
