I don't get your problem with this. Other than the normal frustration of dealing with any regulatory approval process.

I'd expect it to be normal practice. Submit a first draft to some junior at the EPA. Respond to any feedback. An EPA senior advisor then asks for more. Resubmit a further draft. Feedback on that draft received from the DCCEEW. Respond to that. Get an OK from them.
That draft then goes to an EPA Senior Manager and gets another bit of feedback as the Minister's office is engaged by the EPA, to make sure what they send over meets what the Minister's office wants. Maybe a couple of drafts to finalise that. Including DCCEEW rechecks.
Maybe the Minister finally sees it and asks for something more to be clarified. Respond to that. Maybe more than once. Get an OK.
Then the final and official submission is made.

So, yeh, sure. Bruce should make one draft submission and get it right the first time. Never going to be the way it works.
