To your 2. point, PLL not taking their allotment.. Keith mentioned in that rock stock interview that their customers ie Tesla & LG aren't needing their product until later this year. Be that as it may, that seems to have worked well for them in terms of only taking 1 shipment through the last quarters terrible pricing.. slimey (or outsmarted) move from him.
