I find the references in the Report to the need to identify owners of the Abu Dhabi organisation something of concern. That LPD is struggling to achieve this, does indeed raise questions as to who LPD is dealing with. The reason for LPD's concern was stated to be because the US DFC funding depends on the Abu Dhabi owners being identified. Visions of money laundering by all sorts of terrorists, arms dealers, sanctions busters, international criminals, etc come to mind. I hope not, but what is the problem in resolving this question?
