I'll add to this that I'm sure the Shire of Carnarvon are also lobbying for this as well as the Gasycone Development Commission who are undertaking the study into a Port development. The Port development will offer many industries advantages but they do specifically mention it's importance to the hydrogen project in Carnarvon. They did have to make some changes as to where the ideal location would be for this.
