the bids at 002 and 001 are sitting there for various reasons. Could be that someone has fogotten about them and therefore has an open position. But, the most likely answer is they are bottom trawlers who are happy to buy, but only at prices offering a big discount and you will only get those discounts if there is a major upset with TMK or markets in general (eg panic selling).
When/if that happens sellers will dump onto any bid going and those bids at 002 and 001 will transact in a flash. That is unless the the bidders are spooked well before the "major upset" transpires and have time to extinguish their bids leaving holders stuck with their shares and regretting their purchase of TMK.
I'ts the same for all shares on any market you care to think of.
