With approvals in place and agreements signed, Hebang could provide financing to AEV to get the infrasture build underway. Why would Hebang allow another CR to dilute their substantial holding. They put up the cash, charge interest on the loan, get the project going, get their money back and see their holding increase in value.

I agree, Hebang will surely provide further loans to get this moving.
