They are not developing yet because of the enviroment - sector sentiment no good for equity raise and commodity outlook only so/so at present so finance terms are difficult. They are growing the resource and increasing certainty in the resource whilst they wait (moving inferred to indicated, and indicated to measured, and remodelling the mine plan accordingly) .

This is the situation for most other junior developers (and explorers) at the moment.
