they haven't completed those deals yet so no ANN however HMD have made it pretty clear about the stage of each deal and this is where the risk is still inherent. Deals fall over in the boardroom on the day of signatures etc, last minute things implode hence there is still risk attached as reflected in the tiny market cap. We are still talking about a SuperCool device, not a signed deal.

HMD will have first movers advantage as soon as things start to move. Depends on your risk tolerance and financial position as to whether now is the time to buy or not. I can afford to lose this money and thats why I'm far more cavalier about this investment than I would normally be. I also believe that once we get going.... big things.
