I would not be surprised to find that a bunch of those sell orders have been set and forgets, and if the proposal is good and the price rises, that there will be a few hefty sellers who forget to pull those orders.

Be interesting to see how much churn there is between .6 and 1 cent as I think there is a glut of stock purchased at 0.5-0.7 and again .12-.15 cents. If the offer is good enough, could see a bit of speed once we get over those bumps. Guess it depends on how desperate holders are to exit, there are plenty here who have had enough.
