This is obviously my opinion but the vote is a foregone conclusion.
The top 20 will all vote yes as they know eachother.
The best outcome right now is a farm out for a large percentage of the project. I can't remember if it was Chris or Justin in the last webinar but one of them said they would look at this possibility after being questioned by an analyst. This will shield us from the capex commitments, but also reduce our earnings potential. NIC is running out of options.
