Perhaps the misunderstanding is that MOST of the statement is correct. From my discussion with Justin's acquaintances, it technically should finish like this:
“It is a cash flow report not a report of revenue. I stated before on this site that revenue cannot be recorded for statutory financial statements purposes until the risks and rewards of ownership have occurred."
