basically they just breached their conditions of how much cash they held on hand 'historically' (doesn't specify when this occurred just that it was at a time before December 2020) - a condition which has been lifted for them since, so wouldn't be a breach these days. It's clearly not that serious a breach since they were only fined $80,000 for the 90 breaches.
