And I believe this potential issue is sometimes obviated by private negotiations involving guaranteed offers of work or something else which advantages/compensates the aggrieved community.

And, as you say, if the offer of funding is conditional then it is still up in the air
…. Which may be why the price only peaked to 38c then quickly fell again on January 18 when that ‘conditional funding’ announcement was made.
