I don't think the intent or the process is ridiculous. Or the rigor applied regardless of it being in the middle of the desert. And not just because i make a living out of itWhat is ridiculous and happens at both State and Commonwealth levels is the constant changing of the goal posts during the assessment. It should be a case of the EPA saying you need to do a,b and c, show impacts are less than z and commitment of offset any impacts beyond that and then it will be approved. What happens is during the assessment they will keep asking for more and more info and justifications which all take a lot of time. I have written scoping documents that have been approved and then been told 2 years later to do more surveys that were never in the scoping document. And in these cases the proponents hands are tied. Office of the EPA needs more people and people who are willing to make decisions and stick with them. End rant.
