Yeah, rules/guidelines at the start of the process should stick throughout the process. Retrospective changes are the killer.

I get it there needs to be a process, but if Australia wants to be at the forefront of the energy revolution coming, they need to sort this out. We will be left behind by the adaptable. It's too far the other way
