I thought the same thing at first, but then I also thought, they can't exactly say "it's a done deal" without an announcement, and it did also mention "continued progress" and "advancing". So I wouldn't be getting too flustered. And in regards to the geopolitical stand point, a lot of the time when new policies are introduced, they usually come into effect a few months later, and sometimes deals will want to be made before they come into effect.
