To me using the word potential, is risk on , as means uncertainty, prior announcements regarding the transaction had more certainty attached but now the Chinese government have a policy change in the works it has brought in uncertainty. Least that's how I spin it. They haven't provided an FID date anymore so kind of adds more uncertainty, I hope they can sell off Teesside sooner rather than later and have some funds to rotate to phosphate if the shenghe Deal ends up in a quagmire of policy uncertainty.
cant say I'm feeling confident with the wording in this announcement.
the compensation payments might be good sign or just goodwill postering, as many other projects the company has done regarding it's local social standing in the community, schools , police station etcetera...
