If on the 30th June they were indeed talking of a submitted ERD, my bet is that it's a previous one. Otherwise they have misspoken as I know the most recent ERD was submitted more towards August/September.
A few holders have heard it straight from TMT speaking personally with them that the latest ERD was absolutely submitted. Just from memory it's probably around a Month ago that I recall people voicing this.
And also as you said, as at 19th July it was still being reviewed before submission.

I have a feeling there is no more public review neccessary and any public review period has been and gone.

It's now for the EPA to finalize their review and present their recommendation to the minister.

How long is a piece of string regarding how long that takes. Much longer than anyone here has expected, and much longer than it should take by any reasonable standard.
But the WA EPA have something between their teeth, evidence shows that they aren't letting go of it easily.

It's why you'll hear moans in unison if any part of this merger means any further submissions are required. Particularly substantial ones. I don't care what other good news they might be able to hide it in, if any announcement in future suggests back to the drawing board with any part of the EPA permitting, the share price is sinking, i have no doubt.

AVL and TMT under one roof may be new and exciting for some, but some AVL holders have been waiting 10+ years to see this ore bod realised. Very few are going to appreciate hearing that we're once again years behind with the EPA signing off on us.
Nothing else will matter under that cloud.

Again, why I think they will be taking a big risk if integration determines throwing away TMT's existing plan. TMT's advancent with EPA permitting (time) should be considered near the top of assets that AVL are buying IMO.

If RCF determine they have all the time on the world though to optimize the whole lot to perfection, we shouldn't be surprised if permitting gets some large setbacks.
