I suspect you may be mis-interpreting the USA's Strategic Oil Reserve with the proven reserves of O&G companies. Athena SOR is a US govt store of oil generally used as a buffer in times of high-ish prices but it's primary purpose is to ensure that in the case of an extreme supply disruption (think 1970ms Arab Oil Embargo), that there are sufficient supplies available for a limited period to try and stop the economy grinding to a halt.

Attached are the current hydrocarbon "proven reserves" of the USA up until 2020. It's unlikely they have declined significantly between then and now.
