For me, it basically means that they have nearly defined the actual capital and operating costs. It's not really stating either way, so I am assuming that what was previous, is nearly or basically is, what the price was refined too.

Also, as another trip to China is scheduled for this month, hopefully additional progress is made. It's good to see that nothing is being overly rushed, and that they are taking the time to make sure everything is good for both parties. A perfect representation of integrative bargaining if it is the case.
