    I suspect this report was delayed because it was going to also carry the announcement/details of the signed up investor.

    An investor to make this vision actually happen IMO will be a game changer for CTO.
    IMO the conditions attached to the funds will force change on the current management and make them more accountable.

    The deal has probably either fallen over/end of story or hopefully being renegotiated and not to far away from being announced.
