"Maybe it was ok or even reasonably good but the IDC loan is better." - I personally think it must have been a pretty bad deal (at least compared to the IDC loan), otherwise they wouldn't have risked it at this stage of the project where they really had to complete it asap for another 4-5 months of waiting. You don't put yourself in another risky position (because if the loan gets rejected it really does not do you any favour when you already have the $25m sheet waiting) if the benefits are insignificant!
