HC actually pay some posters to engage in this activity.
It encourages people to reply to their posts hence increasing HC traffic. They get paid by their advertisers based on traffic. Over the years there have been posters who have admitted being paid for such activity. Unfortunately there's not much you can do about it except put them on ignore. Reply to their posts and you are rewarding them.
Of course not all pests are in that category, many are though.
