IMO, the part of the last sentence of the 2nd paragraph "or a total Contingent Payment of US$55 million being reached, whichever occurs first." is clear in when the payment can be made.
So once the total is reached the payment should be paid. Assuming oil remains above US$70 (~74 currently) we get US12 (the difference between US$70 and US$58 , also from 2nd paragraph) per barrel produced, therefore, once 4.584Mb is produced FAR should be paid the contingent payment.
