If the deeper zones replicated the performance of Kingfisher, it would seem possible to rely on production from those zones for quite sometime without any fracking. However it does look like production from the shallower zones would require fracking.
But depending on actual production rates and further exploration effort it might be that the shallower zones are never developed, or at least not for a very long time.
