Breccia pipes are unrelated to kimberlites. Although the term is somewhat broad, in the HEG instance it refers to a confluence of fracture zones that allows for preferential brecciation (breaking and altering of host rock by hydrothermal fluids), and precipitation (typically silicification + or - mineralisation) of those fluids.
