I think all shareholders need to treat their shares, no matter how small or how large, as a vote - just like an election.
Everyone that wants a capital return and for cash to come back to them, instead of relying on management to use the cash for what they want should email the company and let their feeling known. I would also recommend everyone email's forager as well.
It's all about people power and no reason to why I can't be done.
