The buyer bought just over 66k of shares in one hit, I would assume anyone buying that much should know what they are doing? Maybe they like what they see, maybe something is coming up not sure either way I'm hoping its a good sign?

I’m unsure if you mean $66k worth of shares or 66k shares. Either way, that’s not a lot in terms of the average buyer I would have thought. It’s certainly not indicative of anyone’s “smarts”.
